นพ.โอภาส การย์กวินพงศ์ ปลัดกระทรวงสาธารณสุข และคณะผู้เข้ารับการอบรมหลักสูตรนักบริหารระดับสูง กระทรวงสาธารณสุข รุ่นที่ 6 ในโอกาสเยือนประเทศเนเธอร์แลนด์ระหว่างวันที่ 7–8 กรกฎาคม 2568 โดยได้แลกเปลี่ยนข้อคิดเห็นเกี่ยวกับนโยบายด้านสาธารณสุขของไทย และหารือแนวทางการส่งเสริมความร่วมมือระหว่างสองประเทศในด้านสาธารณสุข
คณะผู้บริหารกระทรวงสาธารณสุขได้เดินทางมาเพื่อศึกษาดูงานและหารือความร่วมมือกับหน่วยงานและสถาบันด้านสาธารณสุขของเนเธอร์แลนด์ รวมทั้งแลกเปลี่ยนองค์ความรู้เกี่ยวกับระบบ นโยบาย และนวัตกรรมด้านสาธารณสุข โดยเน้นศึกษาลักษณะเด่นของระบบสาธารณสุขของเนเธอร์แลนด์ ซึ่งมีชื่อเสียงด้านประสิทธิภาพ การเข้าถึงบริการ และการผสมผสานอย่างสมดุลระหว่างการกำกับดูแลของรัฐและการแข่งขันของภาคเอกชน
คณะฯ ได้เยี่ยมชม โรงพยาบาล HMC Bronovo ในกรุงเฮก เพื่อดูงานด้านการบริหารจัดการโรงพยาบาลและการให้บริการรักษาพยาบาล รวมทั้งศึกษาเกี่ยวกับระบบประกันสุขภาพภาคบังคับสำหรับทุกคน ปรัชญา “ช่วยเหลือตนเองก่อน” กรอบกฎหมายสำคัญ และแนวปฏิบัติที่ดีในด้านการดูแลปฐมภูมิ การตรวจคัดกรองโรคมะเร็ง และการใช้เทคโนโลยี AI ในการวินิจฉัยโรค
คณะฯ ยังได้เยี่ยมชม Erasmus School of Health Policy & Management (ESHPM) เพื่อแลกเปลี่ยนความคิดเห็นเกี่ยวกับการกำหนดนโยบายสาธารณสุข นวัตกรรม และธรรมาภิบาล โดยได้เปรียบเทียบระบบหลักประกันสุขภาพถ้วนหน้าของไทยกับระบบของเนเธอร์แลนด์ รวมถึงหารือแนวทางเพื่อเสริมสร้างความเท่าเทียม คุณภาพ และความยั่งยืนของการให้บริการสาธารณสุข
การเยือนครั้งนี้นับเป็นก้าวสำคัญในการส่งเสริมความสัมพันธ์และการเรียนรู้ร่วมกันระหว่างประเทศไทยและเนเธอร์แลนด์ เพื่อยกระดับระบบสาธารณสุขและคุณภาพชีวิตของประชาชนทั้งสองประเทศให้ดียิ่งขึ้นต่อไป
Royal Thai Embassy in The Hague Welcomes Delegation from the Ministry of Public Health of Thailand to the Netherlands
H.E. Ambassador Asi Mamanee welcomed a delegation from the Ministry of Public Health of Thailand, led by Dr. Opas Karnkawinpong, Permanent Secretary of Health, during their study visit to the Netherlands on 7–8 July 2025.
On this occasion, H.E. Ambassador Asi Mamanee, Ambassador of Thailand to the Netherlands, hosted a luncheon in honour of the delegation. The event provided an opportunity to exchange views on Thailand’s health policy priorities and to explore potential areas of collaboration between the two countries in the field of public health.
The delegation, comprising senior executives of the Ministry of Public Health, visited the Netherlands to engage with Dutch health agencies and institutions and to exchange knowledge on healthcare systems, policies, and innovations.
During the visit, the delegation studied key features of the Dutch healthcare system, renowned for its efficiency, accessibility, and balanced integration of public oversight and private competition. They visited HMC Bronovo Hospital in The Hague, where they observed best practices in hospital management and care delivery. The study included an overview of the universal mandatory health insurance system, the “self-reliance first” philosophy, the regulatory framework, and innovations in primary care, cancer screening, and the use of AI in medical diagnostics.
The delegation also visited the Erasmus School of Health Policy & Management (ESHPM), where they exchanged views on health policy development, innovation, and governance. Discussions compared Thailand’s Universal Health Coverage (UHC) scheme with the Dutch system, and explored strategies to enhance equity, quality, and sustainability in healthcare delivery.
This visit is an opportunity to promote closer ties and mutual learning between Thailand and the Netherlands, contributing to the continuous improvement of health systems and the well-being of the peoples of both nations.
