เมื่อวันที่ 11 กันยายน 2568 นายอสิ ม้ามณี เอกอัครราชทูต ณ กรุงเฮก ได้เข้าร่วมเป็นสักขีพยานในพิธีลงนามบันทึกความเข้าใจ ฉบับที่ 3 ระหว่าง GISTDA กับ Faculty of Geo-Information Science and Earth Observation (ITC), University of Twente เนเธอร์แลนด์

 

การลงนามครั้งนี้มี ดร.ปกรณ์ อาภาพันธุ์ ผู้อำนวยการ GISTDA และ Prof. Dr. F. D. van der Meer คณบดี ITC, University of Twente เป็นผู้ลงนาม และได้รับเกียรติจากนาย Remco van Wijngaarden เอกอัครราชทูตเนเธอร์แลนด์ประจำประเทศไทย เข้าร่วมเป็นสักขีพยาน ความร่วมมือระหว่าง GISTDA และ ITC มีจุดเริ่มต้นจากเหตุการณ์มหาอุทกภัยในปี 2554 ซึ่งสะท้อนให้เห็นถึงความสำคัญของเทคโนโลยีภูมิสารสนเทศขั้นสูงสำหรับการจัดการภัยพิบัติ ตลอดระยะเวลาที่ผ่านมา ทั้งสองหน่วยงานได้ร่วมกันวางรากฐานการเสริมสร้างศักยภาพบุคลากร โดยเน้นการจัดการอุทกภัយและการบริหารจัดการน้ำแบบบูรณาการเป็นหลัก

 

บันทึกความเข้าใจฉบับที่ 3 ในช่วง 5 ปี (พ.ศ. 2568-2573) นี้ ถือเป็นก้าวสำคัญที่จะยกระดับความร่วมมือให้เข้มข้นและมีประสิทธิภาพมากยิ่งขึ้น โดยมีเป้าหมายหลักในการร่วมดำเนินโครงการวิจัยเพื่อสร้างสรรค์นวัตกรรมใหม่ที่จะส่งผลต่อการยกระดับคุณภาพชีวิตของประชาชนทั้งไทยและเนเธอร์แลนด์ นอกจากนี้ ยังส่งเสริมโครงการแลกเปลี่ยนนักวิทยาศาสตร์และนักศึกษา รวมถึงการขยายหลักสูตรฝึกอบรมออนไลน์ให้ครอบคลุมบุคลากรของ GISTDA ประชาชนทั่วไป และภูมิภาคอาเซียน

 

On 11 September 2025, H.E. Mr. Asi Mamanee, Ambassador of Thailand, witnessed online the signing of the third Memorandum of Understanding (MoU) between Thailand’s Geo-Informatics and Space Technology Development Agency (GISTDA) and the Faculty of Geo-Information Science and Earth Observation (ITC), University of Twente, Netherlands.

 

The signing ceremony was chaired by Dr. Pakorn Arpapan, Director of GISTDA, and Prof. Dr. F. D. van der Meer, Dean of ITC, with the presence of H.E. Mr. Remco van Wijngaarden, Ambassador of the Netherlands to Thailand, as an honorary witness.

The collaboration between GISTDA and ITC began in response to the great floods of 2011 in Thailand, highlighting the importance of advanced geospatial technology for disaster management. Over the years, the partnership has strengthened human resource development, particularly in integrated water and flood management.

 

The third MoU, covering 2025–2030, marks a new milestone, aiming to deepen cooperation through joint research projects, innovative solutions, and initiatives that enhance the quality of life for communities in both Thailand and the Netherlands. It also promotes scientist and student exchanges, while expanding online training programs to benefit GISTDA personnel, the general public, and the wider ASEAN region.
