เมื่อวันที่ 4 มีนาคม 2569 นายอสิ ม้ามณี เอกอัครราชทูต ณ กรุงเฮก ได้ต้อนรับและเป็นเจ้าภาพเลี้ยงอาหารเย็นแก่นางวรพรรณี ดำรงมณี รองอธิบดีกรมการกงสุลและคณะ ซึ่งเดินทางมาเข้าร่วมการประชุม Council on General Affairs and Policy (CGAP) ประจำปี ค.ศ. 2026 ของที่ประชุมกรุงเฮกว่าด้วยกฎหมายระหว่างประเทศ แผนกคดีบุคคล (Hague Conference on Private International Law: HCCH) ณ กรุงเฮก ระหว่างวันที่ 3 – 6 มีนาคม 2569

อนึ่ง ในระหว่างการประชุม รองอธิบดีกรมการกงสุลได้แจ้งที่ประชุมทราบถึงการดำเนินการของไทยเพื่อเตรียมเข้าเป็นภาคีอนุสัญญาว่าด้วยการยกเลิกข้อกำหนดของการนิติกรณ์สำหรับเอกสารมหาชนต่างประเทศ (อนุสัญญา Apostille) ในชั้นนี้ คาดว่า ไทยจะสามารถเข้าร่วมเป็นภาคีอนุสัญญาฯ ได้โดยสมบูรณ์ภายในช่วงต้นปี 2570 โดยการเข้าเป็นภาคีอนุสัญญาฯ จะช่วยปรับลดภาระขั้นตอนการรับรองเอกสารที่จัดทำโดยหน่วยงานราชการของไทย ทำให้ประชาชนและภาคธุรกิจสามารถใช้เอกสารไทยในต่างประเทศได้สะดวกยิ่งขึ้น

On 4 March 2026, H.E. Mr. Asi Mamanee, Ambassador of Thailand, welcomed Mrs. Waraphannee Damrongmanee, Deputy Director-General, Department of Consular Affairs, who led a delegation to attend the meeting of Council on General Affairs and Policy (CGAP) of the Hague Conference on Private International Law (HCCH) between 3 – 6 March 2026 in the Hague.

During the CGAP meeting this week, the Deputy Director-General informed the member states of the latest development on Thailand’s intention to access to the Convention Abolishing the Requirement of Legalization for Foreign Public Documents (Apostille Convention). As of now, Thailand is finalizing the Instrument of Accession and expects to become a full Contracting Party to the Convention in the early of 2027.
